Alaska CDC is a direct provider of housing and energy efficiency programs throughout much of Alaska including Southeast, Southcentral, Copper River Valley, Bristol Bay, and the Aleutians.

Weatherization Assistance Program

The Weatherization Program provides materials and labor to qualified home owners and renters, based on income and household size, to complete safety and energy efficiency improvements to their homes.

Weatherization measures include "whole house" diagnostics of the building, calculated air sealing, and safety and energy efficiency improvements. Modification of the heating system, insulation, ventilation, doors, windows, or roofing repairs may be included depending on need and available funding.

Senior Housing Accessibility Modifications Program

This program, also called Senior Access, provides grants for modifications to improve accessibility for seniors (55 years of age or older) currently in need of of such modifications. Grants my be up to $12,000 for eligible senior homeowner households, or up to $8,000 for senior tenants in rental housing, or up to $5,000 for tenants living in small (5 beds or less) state-licensed assisted living facilities.

Eligibility is determined by income, generally no more than 100 percent of median family income for the area as adjusted for family size. Contact Alaska CDC for an application or click on the program title to contact Lori Tice for more information about this program.

HUD Home Owner-Occupied Rehabilitation

The HOME Rehabilitation Program assists qualified homeowners by making improvements to their home to meet HUD Housing Quality Standards. Eligibility is determined by income and the condition of the home. Funding is provided by HUD through a "loan to grant" formula and by the USDA and/or commercial banks as needed.

Housing Accessibility Improvement Program

Available to Alaska Mental Health trust Fund beneficiaries and other Special Needs Population, grants of up to $10,000 may be made to to improve the accessibility of existing housing. Home Opportunity Program

The Home Opportunity Program (HOP) promotes homeownership for low-income households in Alaska. Alaska Community Development Corporation operates the program on the Kenai Peninsula and the Mat-Su Borough.

The HOP homebuyer assistance provides zero interest rate loans to low-income homebuyers with up to $10,000 forgivable over a five-year period. HOP funds are provided to assist homebuyers to purchase and occupy their own home. Applicants who qualify can receive down payment assistance; closing cost assistance; and if necessary, a buy-down of the first mortgage. Click here to download a Home Buyer Application Packet.

Mutual Self Help Housing

Funded by USDA and modeled on the American pioneer's approach of community "barn raising," this program helps families build their own home. Under the guidance of the construction supervisor, participating families work together to build each others house and all work is completed before the residents move in to their new homes. Mortgage loans are subsidized to ensure low monthly payments for the owner-builders. When finished, the new home owners have a sizeable amount of equity in their house from their "sweat equity" investment.

Rural Residential Rehab Program

The Rural Rehab program, also called the Enhanced Weatherization program, works in non-road accessible communities to improve existing housing. Available improvements include extensive repairs, heating and electrical improvements, and housing rehabilitation items, in addition to energy conservation measures

In 2006, improvements to 19 homes were made in St. Paul. In 2007 we plan to complete up to 18 homes in Chignik Lake. For more information about this program please contact Dan Berube by clicking on the program title.

Electrical Efficiency Improvement Project
